Mr. Howard earned a Master of Science Degree in Ocean Engineering at Texas A&M University. He holds a Bachelor of Science Degree in Ocean Engineering received through the Department of Civil Engineering’s Ocean Engineering Program at Texas A&M University. As professional engineer for Olsen Associates, Inc., he is involved in all aspects of coastal engineering project design, data collection, permitting, construction, and project monitoring.

Since joining Olsen Associates in 1999, Mr. Howard’s has demonstrated significant experience in the design and construction of engineering projects located throughout the southeastern United States, the Caribbean, Mexico, the United Arab Emirates, and the Indian Subcontinent. His applied engineering and design experience involves beach nourishment, coastal structure design, dredging projects, littoral transport analyses, geotechnical investigation, marina design, and construction oversight. His specific expertise includes numerical modeling of waves and littoral transport, estuarine and hydrographic modeling, shoreline response modeling, extreme storm event statistics, economic optimization, sediment analysis, storm damage modeling, and post-construction performance monitoring of coastal engineering projects. Mr. Howard additionally has broad field experience which includes deployment of oceanographic instrumentation for wave, current, and water level studies, hydrographic and topographic surveying, and geotechnical surveys related to sand search investigations.

Mr. Howard most recently served as project engineer for the design and construction of over 35 shore stabilization structures in the Maldives, oceanfront outfall design in Dubai, UAE, structural stabilization of beach fill at Salt Cay, Bahamas, design of municipal dredging along the Altamaha River, Georgia, and structural shoreline stabilization design at Cedar Key, Florida. He is presently managing the monitoring of multiple beach nourishment projects including the Brevard County, FL Federal shore protection project; Patrick Air Force Base beach nourishment project, FL; Brevard County, FL Mid-Reach nearshore rock mapping; and the Federal sand bypassing project at Port Canaveral, FL. He has successfully managed offshore sand borrow area investigations at Amelia Island, FL, Tybee Island, GA, and Brevard County, FL.

As a graduate student at Texas A&M University, Mr. Howard’s research efforts supported a beach restoration study along an 18-mile reach of the North Texas Coast. Mr. Howard provided rigorous sediment analysis, quantification of storm surge, wave setup and sediment overwash, extreme event analysis, modeling of littoral transport, borrow site review, and GIS database development. Additionally, he initiated the development of a state-of-the-art hydrographic and topographic surveying system that is currently collecting data on the Gulf Coast of Texas.

Mr. Howard is a registered professional engineer in the State of Florida and a member of the American Society of Civil Engineers and the Association of Coastal Engineers. He has published numerous technical papers related to ongoing project or research interests which were presented at technical conferences.
