Fields of Competence and Experience Coastal and oceanographic engineering, civil engineering in the marine environment, coastal engineering site assessment, nearshore coastal processes, physical and numerical wave and sediment transport modeling, beach nourishment and coastal structure design and implementation, wave and current dynamics, inlet and open channel hydraulics, engineering economic analysis, construction management and implementation, and physical monitoring of marine projects. Professional Experience General - Mr. Creed has been engaged in full-time professional coastal engineering work since 1992. He directs and participates in engineering and research tasks for a variety of coastal engineering projects which include: - Beach restoration He has been involved in and responsible for the engineering, design, and management of comprehensive beach restoration, shore stabilization, inlet sand management, and marina development projects in the southeast United States, the Caribbean, and Mexico. His specific engineering and design expertise includes beach fill and inlet sand bypassing design, revetment, groin, and inlet jetty design, coastal structure wave loading assessment, state-of-the-art numerical modeling of nearshore wave and shoreline changes, inlet and estuary tidal hydraulic modeling, and beach nourishment borrow area development. His management experience includes engineering scheduling and budgeting and construction administration and oversight. Specific Highlights - Mr. Creed is the Project Engineer for the Town of Hilton Head Island's beach management program. Since 1994, his specific involvement has included annual physical monitoring of beach conditions; direction of two extensive offshore sand searches; and design, permitting, and construction management for the 1997 Hilton Head Island Beach Renourishment Project and 1999 South Beach Emergency Beach Fill projects. His work also included detailed studies of historical shoreline and offshore bathymetric change, numerical wave transformation and shoreline change modeling, wave transformation modeling and potential shoreline impact analyses for borrow site selection and evaluation, as well as permitting and formulation of the project plans and specifications. He continues to assist the Town with all beach management issues and is currently involved in the planning for the next comprehensive nourishment project on the island, expected to be constructed in 2004/05. In addition to work with numerous domestic private sector shorefront projects, Mr. Creed has been the engineer of record for two publicly funded Federal Shore Protection Projects: the Ocean Ridge Shore Protection Project (constructed in 1997-98) and the Broward County Shore Protection Project (construction pending). Both projects have included beach nourishment, the use of offshore sand borrow site, and shore stabilizing structures. The Broward County project also includes an inlet sand bypassing element. His involvement with these Federal projects, as a private consultant contracted by the local project sponsor, has included the preparation of a General Design Memorandum (GDM) and a General Reevaluation Report (GRR), documents that detail physical and economic justification of federally cost-shared civil works projects. Formulation of these documents involved design and physical and economic analysis procedures consistent with Federal Shore Protection guidelines and regulations. He has also performed State and Federal permitting, development of design plans and specifications, bidding, and construction contract administration required for the implementation of these projects. Mr. Creed has also been the engineer of record for beach nourishment, shore stabilization, and marina projects in the Caribbean and Mexico. Most recently, he has designed, prepared contract plans and specifications, and performed construction management for projects in South Bimini, Bahamas, Montego Bay, Jamaica and Puerto Vallarta, Mexico. Mr. Creed has served as Principal Investigator for numerous coastal engineering projects that require the use of numerical wave transformation models. These models included RCPWAVE, REFRACT, REF/DIF, and STWAVE, among others. The applications have included the computation of breaking wave and nearshore sediment transport conditions to evaluate expected shoreline response to beach fill and coastal structure construction and the potential effects offshore borrow site excavation. Mr. Creed has also conducted numerous monitoring surveys and studies for beach restoration and coastal structure projects. These projects include the 1999 South Beach Emergency Beach Fill Project, Hilton Head Island, S.C., the 1990 and 1997 Hilton Head Island (S.C.) Beach Restoration Project, the 1995 Tybee Island south island beach fill and groin field, and the Port Canaveral (FL) South Jetty Interim Sand-tightening Project.
